Jon Scharer – Former Mariposa principal, Jon Scharer passed away on Wednesday, April 10, 2024.  Jon served as an Elementary Administrator in the Arcadia school district before coming to Redlands Unified School District in 1965 to open Mariposa Elementary school.  Jon served as the Director of Curriculum and Principal at Moore and Clement Junior High before he retired in 1993.

COMMUNITY INPUT
This is the time that any member of the public may address the Board on anything that falls under the jurisdiction of the Board of Education, provided the person submits a completed Registration Card to Address the Board form to the Clerk of the Board or his/her designee prior to the time the Chairperson calls the item for the Boards consideration. This is not meant to be a debating period. Complaints and problems relating to policy matters will be referred to the Superintendent. 
The person wishing to address the Board shall, when recognized by the Chairperson of the Board, step up to the podium/microphone and announce his/her name. The Chairperson shall, in the interest of facilitating the business of the Board, limit the amount of time which a member of the public may use in addressing the Board to three [3] minutes, unless the Chairperson, or a majority of the Board determines that a different limit is appropriate.

PUBLIC HEARING

Public Hearing on Redlands Unified School District’s 2024-25 Annual Budget (Appendix Item).

The 2024-25 Budget per Education Code 42127 and Assembly Bill 1200, must be approved on or before July 1, per the District’s decision to utilize the single budget adoption cycle. The proposed budget will be available for public inspection beginning Thursday, May 16, 2024, in the District’s Business Services Office during business hours.

2.
Public Hearing regarding Redlands Unified School District’s 2024 Local Control and Accountability Plan (LCAP) (Appendix Item).

A draft copy of the Local Control and Accountability Plan will be available for public inspection beginning Monday, May 20, 2024, at the District Office, Educational Services Division, and at the secretary’s desk at the Board meeting. The plan can also be found on the District’s website at: www.redlandsusd.net.

Approve Agreement with CodeHS, for Pro Teacher License HS (District) for Citrus Valley High School, Redlands East Valley High School, and Redlands Senior High School, at a cost not to exceed $20,064.00, effective July 1, 2024 through June 30, 2025, to be funded by LCAP Funds. Authorize Amy Drummond, Purchasing Director I, to sign related documents on behalf of the Board (Appendix Item).

CodeHS helps schools build and strengthen their computer science program by providing everything they need to teach programming. Offerings range from professional development to train new teachers, to curriculum for Intro to Computer Science through AP Computer Science, to the tools, resources, and support that teachers need to be successful in the classroom.

c.
Approve Agreement with Keenan & Associates, Property and Casualty Claims Administration Services, to provide liability claims administration, effective July 1, 2024 through June 30, 2027, to be funded by Risk Management Funds (Appendix Item).

Keenan & Associates will provide expert claims administration services on property and casualty claims, report and comply with SoCal ReLiEF (Southern California Regional Liability Excess Fund JPA) filing compliance. Their claims adjusters seek early resolution of claims and utilize mediation resources whenever possible.

d.
Approve Agreement with Progress Adviser to provide software and professional development services aimed at supporting improved walk-thru and feedback tools to strengthen the lines of communication at all levels within the school, and accurately identify areas in need of growth, effective July 1, 2024 through June 30, 2025, at a cost not to exceed $35,515.00, to be funded by Local Control Accountability Funds. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

Progress Adviser offers software and services aimed at helping administrators accurately assess whether guidelines and standards are being implemented effectively, and to stay current with student behavior, engagement, and classroom and facility management. The objective for Progress Adviser is to provide the tools needed for Redlands USD staff to collect and analyze data aimed at improving the professional development collaboration for all staff.

e.
Approve Agreement between Redlands Unified School District (Grantor) and San Bernardino County (Grantee), granting five Temporary Construction Easements over a portion of Redlands East Valley High School, for a period from January 1, 2025 to December 31, 2026, or upon project completion, if earlier, as determined by Grantee. Authorize Ken Morse, Coordinator Operations and Facilities Planning, to sign on behalf of the Board (Appendix Item).

San Bernardino County has requested five Temporary Construction Easements (TCE) over a portion of Redlands East Valley High School for their public project known as South Mentone ADA Ramps – Redlands Area – ADA Ramps. Approving this agreement will give San Bernardino County temporary property interest over areas at REV as described and depicted in exhibits 1 - 5 of the agreement. The TCE will not adversely affect the District’s ability to operate and maintain Redlands East Valley High School.

f.
Approve Agreement with School Services of California, Inc., to provide assistance regarding school finance, legislation, school budgeting and general fiscal services, effective July 1, 2024 through June 30, 2025, to be funded by District Administration and Business Services Funds (Appendix Item).

School Services of California, Inc., will provide assistance from a financial stand point with Business Services, focusing on the financial reporting periods throughout the year.

g.
Amend Memorandum of Understanding between the City of Redlands and the Redlands Unified School District for the Redlands Police Department to provide three [3] School Resource Officers to the Redlands Unified School District, effective July 1, 2024 through June 30, 2027, at a cost of $180,000.00 per position, per fiscal year, to be funded by Safety Funds. Authorize Juan Cabral, Superintendent, to sign on behalf of the Board (Appendix Item).

The Redlands Police Department will provide three full-time School Resource Officers (SRO) to be housed at Redlands High School, Citrus Valley High School and the Middle School site level. The mission of the SRO Program is to improve the safety of students and staff at District schools and to reduce crimes committed by juveniles and young adults. This is a joint cooperative effort between the School District and the City of Redlands.

h.
Approve Amendment No. 7 to Contract No. 18-640 A-7 with the San Bernardino County Sheriff's Department for services rendered by the School Resource Officer, effective July 1, 2024 through June 30, 2025, at a total cost not to exceed $295,793.00, to be funded by Safety Funds. Authorize Juan Cabral, Superintendent, to sign on behalf of the Board (Appendix Item).

The San Bernardino County Sheriff's Office will provide one full-time Resource Officer (SRO) to be housed at Redlands East Valley High School. Amendment No. 7 will extend the current agreement to June 30, 2025.

i.
Approve Change Order No. 2 with Dalke & Sons Construction, Inc., for the Walk-in Cooler Addition at Franklin Elementary, Bid 6-24, in the amount of $2,263.72 to be funded by Food Services Funds (Appendix Item).

This change order is for the Walk-in Cooler Addition at Franklin Elementary, which the Board awarded on November 14, 2023. This change order addresses unforeseen conditions and contains an explanation of the reason for the change order, the amount, and the amended contract amount.

j.
Approve Notice to Exercise Fourth Option to Extend the Lease Term for a period of one (1) year with Mountain View Child Care, Inc., dba Totally Kids Rehabilitation Hospital, to be billed monthly in the amount of $5,224.41 effective July 1, 2024 through June 30, 2025, to be funded by Special Education Funds (Appendix Item).

Mountain View Child Care leases a 1,638 square foot classroom area at the sub-acute facility located at 1720 South Mountain View Avenue, Loma Linda to the District to be used as a classroom to provide educational instruction, educational services, program planning and related services for children who are being cared for by Totally Kids, Inc. The District began leasing space at the facility in 2009.

k.
Award Bid 12-24 for Instructional Supplies to be ordered on an as needed basis for warehouse stock, to the lowest responsive bidders, as listed on the Bid Matrix, effective immediately for one year which may be extendable up to three years. The bid is based on the District’s estimated warehouse usage per line item. Authorize Jason Hill, Assistant Superintendent, Business Services, and Amy Drummond, Purchasing Director I,  to sign related documents on behalf of the Board (Appendix Item).

This bid will provide instructional supplies for warehouse stock as needed. Bid opened on March 5, 2024, at 10:00 a.m.

l.
Ratify/Approve Agreement with Belcher Enterprise, Inc., to provide crossing guard services, at an hourly rate of $28.00, effective April 23, 2024, to be funded by Risk Management Funds (Appendix Item).

Services will provide crossing guard services at various sites within the Redlands Unified District.

m.
Accept the San Bernardino County Superintendent of Schools staff report to ensure the District’s compliance with Williams Legislation for the third quarter of the 2023-2024 school year. No insufficiencies or deficiencies were observed (Appendix Item).

California Education Code Section 1240 requires the San Bernardino County Superintendent of Schools to visit all deciles 1-3 schools (Williams monitored schools currently based on the 2012 Academic Performance Index [API]). Education Code 52055.740 (4) requires that visits include Quality Education Investment Act schools (even if they are not currently identified as Williams-monitored schools) as they are subject to meeting all of the Williams Settlement requirements.

n.
Accept as complete and approve filing a Notice of Completion with the County Hall of Records for Bid 6-24 with Dalke & Sons Construction Inc., for the Walk-in Cooler Addition at Franklin Elementary School. Authorize Jason Hill, Assistant Superintendent, Business Services, to sign on behalf of the Board (Appendix Item).

On November 14, 2023, the Board awarded Bid 6-24 to Dalke & Sons Construction Inc., for the Walk-in Cooler Addition at Franklin Elementary School. Authorized District staff has verified the work has been completed in accordance with bid specifications as of May 7, 2024.

BUSINESS SERVICES ACTION ITEMS
a.
Adopt Resolution No. 31, 2023-24, Use of RDA Pass-Throughs Per AB 1290 In Compliance with Health and Safety Code Section 33607.5 and Education Code Sections 42338 ET SEQ (Appendix Item).

While former redevelopment agencies (RDAs) were dissolved on February 1, 2012, RDA “Pass-Through” payments have continued to be paid from RDA “Project Areas” by the County Auditor-Controller, including statutory AB 1290 Pass-Throughs for seven Project Areas. Per statute, the Facilities Share (56.7%) of the seven AB 1290 Pass-Throughs is effectively restricted to educational facilities that are located (i) inside each Project Area, or (ii) at other geographically restricted sites. However, this “AB 1290 Compliance Resolution” makes certain determinations and findings that allow the Facilities Share of AB 1290 Pass-Throughs to be used anywhere within the District without geographical restriction. This resolution also (i) ratifies all prior uses of AB 1290 Pass-Throughs as being in compliance with the resolution; and (ii) affirms that permitted uses for educational facilities include, among other things, land acquisition and hard and soft facilities costs, and operating lease and lease purchase payments and costs for routine and restricted maintenance for benefit of the General Fund.

b.
Approve 2024-2025 Board of Education Meeting Dates (Appendix Item).

Approve 75 members of the Citrus Valley High School Marching Band to travel by personal vehicle, to the University of Redlands in Redlands, California, where they will participate in 12-hour rehearsals and culture building as a program, effective July 29, 2024 through July 31, 2024.

To be funded by donations; Zero days of school will be missed.

c.
Approve 100 members of the Citrus Valley High School Marching Band to travel by plane, to Washington, D.C., where they will perform in the annual National Independence Day Parade and Ceremony, effective July 1, 2025 through July 5, 2025.

d.
Approve Revision of Board Policy 6146.1 – High School Graduation Requirements [Second Reading] (Appendix Item).

The revision to this Board Policy will bring it current with California School Boards Association (CSBA) guidelines, District practices and procedures, Education Code and/or Legislation.

e.
Approve proposed Memorandum of Understanding (MOU) with Redlands Educational Partnership (REP), allowing Redlands Unified School District (RUSD) to partner with REP in providing student enrichment through REP’s AAA Academy summer camp to fulfill its ELOP requirements, effective June 17, 2024 through July 31, 2024. Authorize Juan Cabral, Superintendent, to sign on behalf of the Governing Board (Appendix Item).

EDUCATIONAL SERVICES ACTION ITEMS
a.
Approve the Stipulated Expulsion regarding student 2023-2024-035, expulsion through the remainder of the second semester for the 2023-2024 school year with the first semester for the 2024-2025 school year suspended.

Student 2023-2024-035 was recommended for expulsion in violation of Education Code 48900 (a)(2) Willfully used force or violence upon the person of another, except in self defense.

b.
Approve the Stipulated Expulsion regarding student 2023-2024-036, expulsion through the remainder of the second semester for the 2023-2024 school year with the first semester for the 2024-2025 school year suspended.

Student 2023-2024-036 was recommended for expulsion in violation of Education Code 48900 (a)(1) Caused, attempted to cause, or threatened to cause physical injury to another person.

c.
Approve the Stipulated Expulsion regarding student 2023-2024-037, expulsion through the remainder of the second semester for the 2023-2024 school year with the first semester for the 2024-2025 school year suspended.

Student 2023-2024-037 was recommended for expulsion in violation of Education Code 48900.4 Intentionally engaged in harassment, threats, or intimidation against a pupil, groups of pupils, or staff.

d.
Approve the Stipulated Expulsion regarding student 2023-2024-038, expulsion through the remainder of the second semester for the 2023-2024 school year with the first semester for the 2024-2025 school year suspended.

Student 2023-2024-038 was recommended for expulsion in violation of Education Code 48915 (a) B Possession of any knife, explosive, or other dangerous object (knives).

e.
Approve the Stipulated Expulsion regarding student 2023-2024-039, expulsion through the remainder of the second semester for the 2023-2024 school year and all the first semester for the 2024-2025 school year.

Student 2023-2024-039 was recommended for expulsion in violation of Education Code 48900 (c) Possessed, used, sold, or otherwise furnished or been under the influence of any controlled substance (marijuana).

f.
Approve the Stipulated Expulsion regarding student 2023-2024-040, expulsion through the remainder of the second semester for the 2023-2024 school year and all the first semester for the 2024-2025 school year.

Student 2023-2024-040 was recommended for expulsion in violation of Education Code 48900.4 Intentionally engaged in harassment, threats, or intimidation against a pupil, groups of pupils, or staff.
